Charter of the Anglican Vicariate of Saint George
Anglican Free Communion International
I. Name
The name of this body shall be The Anglican Diocese of Saint George, herein referred to as “the Diocese.”

II. Identity and Purpose
The Anglican Diocese of Saint George is the chaplaincy jurisdiction of the Anglican Free Communion International. It exists to provide ecclesiastical oversight, pastoral support, liturgical guidance, and vocational endorsement to Anglican chaplains serving in a wide range of institutional, military, healthcare, correctional, community, and public service settings.
The Diocese embodies the missional commitment of the Church to be present in all places where people suffer, serve, or seek meaning—especially in liminal spaces where the sacred and the secular converge.

IV. Governance

A. Episcopal Leadership
The Diocese is led by a Bishop, who serves as the chief ecclesiastical officer. The Bishop is responsible for:
• Spiritual oversight of clergy and chaplains
• Approval and endorsement of chaplaincy candidates
• Presiding over liturgies, ordinations, and official functions
• Representing the Diocese in synods, councils, and public forums
• Upholding the Constitution and Canons of the Anglican Free Communion International

The Bishop shall serve for life, or until resignation, retirement, or removal according to canonical process.

B. Diocesan Council
A Diocesan Council may be established at the Bishop’s discretion to assist in the administration, planning, and mission of the Diocese. Members shall serve terms as defined in bylaws or episcopal decree.
V. Membership
Membership in the Diocese includes:
• Endorsed Chaplains actively serving in institutions or communities
• Ordained Clergy under the Bishop’s pastoral care
• Postulants and Candidates discerning or preparing for chaplaincy
• Laity involved in chaplaincy-related ministries and spiritual care
Members must adhere to the faith and practice of Anglicanism as received by the Anglican Free Communion International and remain in good standing with the Bishop.

VI. Liturgy and Sacramental Life
The Diocese shall worship in the Anglican tradition, drawing from the Book of Common Prayer, local and cultural rites, and other authorized liturgical forms. Chaplains are encouraged to adapt services sensitively and reverently for their specific contexts, while maintaining Anglican identity and sacramental integrity, in harmony with the needs of those served.

VII. Emblem and Seal
The official seal of the Anglican Vicariate of Saint George consists of:
• A shield depicting Saint George slaying a green dragon
• A blue field with sixteen golden stars
• A red and gold border
• A red cross on Saint George’s shield
• A banner with the motto:
“Christus in Omnibus Locis, Per Viam Anglicanam”
This seal symbolizes the chaplain’s calling to bring light, courage, and faith to places of struggle and fear.
VIII. Affiliation
The Anglican Diocese of Saint George is a constituent body of the Anglican Free Communion International, and its Bishop shall remain in collegial communion with the Primatial Council and the broader Communion.

IX. Amendments
This Charter may be amended by the Bishop, in consultation with the Diocese Council and with the consent of the Primatial Authority of the Anglican Free Communion International.
